This Report (SoER2) represents the second in the series of state of environment reporting of ASEAN. The SoER2 presents the status and condition of the environment and natural resources in ASEAN. The report highlights developments since the publication of SoER 1 in 1997, and therefore essentially covers the period of 1998 - 2000.

The 2nd City Windows Series is part of the implementation of Smart Green ASEAN Cities (SGAC) Programme, which was launched in November 2021 and implemented by the UNCDF. The three-year programme aims to promote a more sustainable urbanisation in the ASEAN cities, while reducing their environmental footprint and improving the quality of life for citizens.

The Association of Southeast Asian Nations (ASEAN) was established on 8 August 1967 in Bangkok, Thailand, with the signing of the Bangkok Declaration by the five original Member Countries namely Indonesia, Malaysia, Philippines, Singapore and Thailand. Brunei Darussalam joined the Association on 8 January 1984. Vietnam became the seventh member of ASEAN on 28 July 1995. Laos and Myanmar was admitted into ASEAN on 23 July 1997.
