This Report (SoER3) represents the third in the series of state of environment reporting of ASEAN. The SoER 3 describes the environmental conditions in the region and developments in related sectors by providing and analysing relevant economic, social and environmental data and indicators; presents developments in key emerging issues, particularly global environmental issues and developments in socio-economic sectors, in recognition of the dynamics of environmental issues that transcend national borders; and highlights ASEAN's initiatives in environmental management and sustainable development, its achievements and constraints, goals for the future, and opportunities for collaboration. The SoER3 was published with the full participation of, and inputs from all ASEAN member countries, with financial support from UNEP and the Hanns Seidel Foundation and under the overall supervision and coordination of the ASEAN Secretariat.
