The ACCC is envisaged to act as: (1) a Regional Centre for Excellence and think-tank in generating analyses and insights which leads to innovative solutions and policy-recommendations to ASEAN’s climate challenges; (2) the Central knowledge hub for ASEAN climate data, statistics and best-practices; and (3) the Strategic coordinator of climate action initiatives and activities within ASEAN, relevant ASEAN Centres, and with Dialogue Partners, Sectoral Dialogue Partners, Development Partners and Other External Partners including International Organisations, funding agencies and other public and private sources.

To provide an overall outlook of the state of play of climate change issues, including in the context of ASEAN, including the adaptation and mitigation efforts / cooperation taken at the national/within region/among AMS (regional)/global levels, and the contributions of AMS and ASEAN to the goals of UNFCCC and Paris Agreement; To provide an analysis of the gaps, needs, challenges, lessons learned and best practices in addressing climate change in the region and among AMS, including an assessment of needed support in reporting on the implementation of NDCs, MRV processes, as well as identify opportunities for ASEAN’s future policy direction to ensure its alignment with the vision and goals of ASCC Blueprint 2025 and global agenda such as SDGs, UNFCCC and Paris Agreement; To provide recommendations on key priorities / potential areas of cooperation for the development of regional strategy for climate change adaptation and mitigation in ASEAN to strengthen regional action on climate change; To support and contribute to the global stocktaking exercise under the Paris Agreement as well as Katowice Package from the COP 24 UNFCCC, including through, among others, capacity building of the government officials and national think tanks enhanced by the implementation of the project
