Updating NDCs Using Evidence-based Climate Policy Making Tools: Case Study of the Philippine Emissions Pathways Calculator (PEPC)

A new technical brief showcases the development and application of the Philippine Emissions Pathways Calculator (PEPC), a tool designed to support evidence-based climate policymaking. Developed with support from the UK’s Department for Energy Security and Net Zero (DESNZ) and the Foreign, Commonwealth and Development Office (FCDO), the PEPC is grounded in the globally recognised 2050 Calculator framework. It quantifies emissions and sinks across all sectors using the UNFCCC IPCC 2006 Guidelines, enabling the analysis of decarbonisation pathways to achieve net-zero greenhouse gas (GHG) emissions. The tool plays a vital role in supporting the implementation and enhancement of the Philippines’ Nationally Determined Contributions (NDCs), helping to identify effective mitigation measures and policy interventions in all acknowledged sectors.

 

The successful development and institutionalisation of the PEPC were made possible through strong collaboration between UK and Philippine government agencies, particularly the Department of Energy and the NDC Technical Working Group. The timing of this initiative is crucial, aligning with the Philippines’ ongoing NDC update process due by the end of 2025, ensuring the PEPC is fully integrated into national climate planning and contributes meaningfully to both domestic and global climate goals. The tool has also been introduced to 5 other ASEAN Member States. This technical brief can be of reference to other ASEAN Member States that are keen to integrate evidence-based climate policy making, providing guiding steps for more replications in the region.
